In ski season roulette, a climate outlook will never completely crush a skier's hopes. Even for a hypothetical forecast for an 80% chance of a warmer-than-average winter, forecasters leave at least a small chance—by convention NOAA forecasters say 3.3%—that a cold winter will happen.
