It's true that a lot of the meteorology that happens at the surface is the same dynamics that happens way up in the stratosphere (with one exception being that the stratosphere is almost entirely cloud free and much drier). However, when the polar vortex winds change direction, it's a *huge* hemispheric scale reversal; much larger in scale than local weather systems.
